    Supporting access to quality, affordable and inclusive early years and child care programs and services for the Residents of Peel by planning and implementing the best possible Early Years and Child Care System.

    In 2017, The Government of Ontario released the Renewed Early Years and Child Care Policy Framework which outlines a plan to transform the EYCC system to increase access to responsive and affordable licensed child care, support early year’s professionals, and increase accountability over the next five years.

    The Role:

    This role will assist the Region deliver on its service system manager responsibilities for Peel’s Early Years and Child Care (EYCC) system through providing policy, program development and implementation support. You will develop strategies for all EYCC related funding and program policy initiatives in response to ongoing system transformation and in alignment to evolving provincial and Regional direction.  

    What you will do:

    • Leads the development and implementation of new and existing Early Years and Child Care programs and frameworks.
    • Conducts EYCC program research, analysis and evaluations to inform evidenced based policy development and decision making
    • Develops program guidelines, accountability frameworks, Council Reports, and internal/community partner reports, communications, briefing notes, and child care provider resources to support system partners in delivering on shared priorities and outcomes
    • Develops responses to proposed EYCC legislative, regulatory, guidelines, and policy changes as well as recommendations and analysis of local policy development
    • Provides subject matter expertise on projects with internal and external partners, participate on working groups/committees and liaise with other service managers, community and provincial partners as required
    • Assists in the preparation of plans that anticipate and respond to evolving provincial direction and Council, Corporate and Community priorities
    • Gathers and analyzes program outcomes and associated performance measures, as well as information trends, issues, gaps and statistics for planning and reporting purposes
    • Applies knowledge of the Child Care and Early Years Act and Provincial Guidelines/Policies to align with service delivery requirements
    • Develops communication materials for project and program roll-outs as well as regularly measures and monitors status
    • Collaborates with both internal and external partners to support transformation within the early years and child care system 

    What we are looking for:

    • University Degree in human services or related field, such as social sciences, business/public administration, and early years and child care, with at least 5 years’ job related experience or an equivalent combination of education and experience
    • Strong foundation in research, analytical, program planning and policy development and implementation and strategic and project planning
    • Knowledge of performance measurement to ensure evaluation and continuous improvement is built into the implementation framework
    • Demonstrated experience in forming strong relationship in order to work with community partners
    • Knowledge of Early Years and Child Care System and funding programs would be an asset
    • Knowledge of Project Management principles and practices, with the ability to execute complex and multi-year policies and plans
    • Experience in applying change management principles and methodologies and the ability to lead, manage and support change as well as influence and motivate internal and external stakeholders
    • Highly developed communication skills, both oral and written; proven ability to present to and facilitate discussions with various audiences both internal and external
    • G License and the ability to travel within the Region of Peel (Caledon, Mississauga, Brampton) as required

    Location: 10 Peel Centre Drive, Brampton 

    Hours of Work: 8:30am-4:30pm Monday to Friday 35 hours/week
