  • The Corporation of the County of Huron, Social and Property Services Department requires a Manager of Housing and Property Services

    The Manager of Housing and Property Services works in collaboration with the Director, Social and Property Services to ensure the management, direction and overall performance of the division programs offered are in accordance with applicable legislation and regulations. The Manager of Housing and Property Services ensures the program delivery through planning, development, implementation, monitoring and evaluation. Work is achieved through management and coordination of employees.

    The Manager of Housing and Property Services is a member of the Social and Property Services Department leadership team which is responsible for strategic and operational planning, budgeting, establishing policy, resolving human resource issues and preparing and presenting reports.

    The Manager of Housing and Property Services is responsible for integrating functions and for program outcomes.  Provides leadership in the development of creative and responsive work teams focused on service excellence for the community, setting and maintaining performance standards for staff.

    The Manager of Housing and Property Services fosters innovation and learning, best practices and efficiency throughout the department.

    This position represents the Social and Property Services Department and the County of Huron, and acts as a resource to colleagues, peers, community groups and agencies.

    Responsibilities:

    • Strong skills in leadership within an interdisciplinary team, program and project planning and evaluation, innovation, communication, team building, personnel management, collaboration, budgeting and financial management, critical thinking.
    • Develop and implement a broad range of Housing and Homelessness Services programs and initiatives through strategic and operational planning, monitoring, reporting and evaluation, ensuring alignment of divisional goals and actions plans with broader policy objectives.
    • Responsible for carrying out the role of the Consolidated Municipal Service Manager for the County of Huron through the administration of agreements and subsidy programs for Housing and Property Services.
    • Oversee the leasing process for all of the County’s physical building assets, including liaison with external government agencies as tenants within the County’s buildings.
    • Liaise with housing providers including non-profits, co-ops and private landlords to ensure the effective delivery of programs, and compliance with legislation.
    • Analyze reports to assess performance against desired program outcomes, identify program variances, and develop action plans which address program performance issues.
    • Highly effective interpersonal skills with demonstrated political acuity in managing relations with elected officials, government agencies, staff and the general public.
    • Well-developed organizational and time management skills.
    • Sound judgment and decision making skills.
    • Advocate, foster, develop and maintain liaisons and partnerships in the community, provincial ministries, local agencies and other County departments.
    • Preparation and collaboration with Director for the annual budget process. Administer and monitor the approved budgets.   Prepare and report on statistical information pertaining to budgets and program expenditures.
    • Research, prepare and write proposals to meet new provincial initiatives and operational needs.
    • Coach, mentor and direct staff, and complete regular performance appraisals. Oversee functional managers and foster their long-term planning.
    • Participate in recruitment and ensure appropriate orientation for new staff, and plan for education of current staff.
    • Excellent interpersonal awareness and an ability to work as a positive member of a team.
    • Possess sound knowledge of departmental programs to ensure coordination of division programs.

    Qualifications and Educational Requirements:

    • Bachelor Degree in Social Services or Public Administration, or related field.
    • A minimum of six years related experience.
    • Knowledge of community services and information in relation to Social services delivery.
    • Access to reliable transportation

    Salary: $102,044 to $114,316 per annum
