    Job Description:

    The Municipality of Chatham-Kent requires a temporary full-time Supervisor in the Employment & Social Services Division for a period of up to eighteen months. The Supervisor is responsible for monitoring the operations related to the delivery of the Ontario Works Program, the Community Homelessness Prevention Initiative and other Provincial programs for the Municipality. The Supervisor, Employment & Social Services, provides supervision, direction and guidance to a team of Income Support and Housing Stability Case Managers to ensure effective delivery of the Ontario Works and Community Homelessness Initiative Programming, as well as other employment and social service programs. This position participates on the Supervisor Team.

    Employment & Social Services is an income support, housing stability and employment program, working closely with community partners. Eligible participants are financially supported while they develop life stability, employment and personal skills in order to return to the workforce and become self-sufficient.     Essential responsibilities:

    • Maintain and evaluate statistics in order to assess the viability of various Employment and Social Service
    • Programs and to determine staffing levels
    • Prepare documentation for submission to Court; Internal Appeals and Submissions to the Social Benefits Tribunal
    • Develop and deliver orientation and ongoing training as required in all aspects of casework, ensuring that their knowledge of policy, procedures and applicable legislation is current and conducive to effecting good client services
    • Provide input on program objectives, federal, provincial and municipal policy implications, and evaluation methodologies
    • Assist in developing the budget for the delivery of Ontario Works and shelter security programming monitoring and exercising control over the spending of a budget allocation of approximately 32 million annually
    • Assist in completing service contracts for the Ministry and completing quarterly and annual reports
    • Analyze and interpret legislation and regulations and assist in developing local policy and procedures
    • Respond to inquiries/concerns from the public, other levels of government, community agencies
    • Represent the Municipality on groups and/or boards, both internal and external
    • Provide case management services for complex/contentious files
    • Assist in developing local policy and procedure
    • Assist in designing and implementing proposals for the funding and delivery of new programs including community partnerships
    • Assist in the development and implementation of the department's business plan

    Essential qualifications:
    Ability to demonstrate Chatham-Kent’s Core Values and Competencies through a combination of education and experience: 

    • University degree (preferably in Social Sciences or Social Work field from a recognized university), plus two to four years of related experience; or a combination of related education and experience
    • Two to four years’ experience in direct delivery of Ontario Works, housing stability and employment programs
    • Knowledge of resources and services available through community partners.
    • Familiar with other income support, housing stability and employment assistance programs
    • Familiar with other levels of Government, ancillary legislation and community agencies
    • Familiar with local services; liaison with community partners.
    • Ability to manage relationship with highly volatile clients
    • Excellent crisis management skills
    • Proven ability to assess participant employability as it relates to general life skills, motivation and attitudes
    • Working knowledge of the following software programs: 
       o SAMS (Social Assistance Management System)
       o Homeless Individuals and Families Information System (HIFIS)
       o Skype for Business
       o SharePoint
    • Strong computer skills including Microsoft Word, Excel, PowerPoint, email and internet (or other similar software programs)
    • All new employees will be required to complete their Health & Safety and other on-line mandatory training upon their first day of employment; other training (including Health & Safety policies) may also be required

    Certifications, memberships, licenses:

    • Health & Safety Competency training is required within 6 months of hire date and will be maintained through refresher training once every 4 years

    Manager/Supervisor qualifications:

    • Thorough knowledge of current issues facing local government in Ontario, and particularly as they relate to the portfolio
    • Extensive leadership experience in municipal or broader public, private or voluntary sector environments
    • Extensive senior level experience with significant scope, complexity, and diversity of operations in a public or private sector environment
    • Knowledge of human resources management, financial management, project management, and policy development

    Work Environment: 
    This position will work indoors.

    Hours of Work:
    This position works weekdays, with occasional evenings.

    Driver’s license/vehicle requirements:
    Because this position would be required to travel, a valid Province of Ontario driver's license with a reliable motor vehicle is necessary.

    Police check requirements
    Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) (working with vulnerable persons) prior to commencement of employment.

    Occupational Safety Responsibilities:
    The Occupational Health and Safety Act (OHSA) clearly articulates supervisor responsibilities. This level of the organization includes Managers who are not in SMT (Senior Management Team) and Supervisors (reference Sections 27 of the OHSA and Safety Policy #HS-001, “Individual Responsibilities”). The following list of responsibilities is designed to identify some of the primary responsibilities. It does not provide the exhaustive list of legislated responsibilities:

    Supervisors must perform or adhere to the following:

    • Performing workplace inspections (set up annual schedule); ensures that workplace inspections are conducted
    • Conducting information sessions (safety talks, staff meetings); and documents process
    • Participates in the accident investigation process
    • Discuss safety training needs with staff, and ensures workers receive appropriate safety training
    • Performing employee safety observations (set up annual schedule); correct substandard acts or behaviours, and commends workers for safety performance

    Supervisors must ensure:

    • The working environment is maintained in a healthy and safe condition
    • Ongoing safety education is provided
    • Health and safety performance of subordinates is evaluated
    • First aid facilities are provided
    • Personal protective equipment is provided and used
      • Reporting and investigating of accidents; determine causes of accidents and initiate/recommend corrective actions
    • Understanding and enforcement of safety policies and procedures
    • Compliance with all applicable safety regulations and codes (building code,  fire code)
    • Information and instruction is provided to workers to protect their health and safety
    • Workers are aware of all potential and existing work-related hazards they face
    • Take every precaution reasonable in the circumstances for the protection of workers
    • Identification of occupational safety concerns to superior
    • That a worker works in the manner and with the protective devices, measures and procedures required by the OHSA and regulations and that a worker uses or wears the equipment, protective devices or clothing that the worker’s employer requires to be worn

    For management dealing with contractors/independent operators:
    Members of Management who contract for the work of a Contractor or Independent Operator hired to perform work for, or provide services to, the Municipality are accountable for ensuring that all safety requirements are met by the Contractor or Independent Operator.

    Essential physical and/or safety requirements:

    • Sitting:  frequent sitting in a chair (working at a desk, sitting during a meeting, driving)
    • Hands: frequent mousing (writing reports, using a computer and mouse, daily correspondence, OW SDMT data entry and notes)

    Other physical and/or safety requirements:

    • Bending: occasional stooping, twisting (general office duties)
    • Walking: occasional walking on level surface (own office, other government offices, community partner sites)
    • Sitting: occasional sitting in a vehicle seat (working at a desk, sitting during a meeting, driving)
    • Reaching: occasional reaching above shoulder, below shoulder, forward, backward, handling (files, etc.)
    • Lifting: infrequent carrying, pulling below shoulder; occasional lifting overhead (moving files from desk, cabinet and overhead cabinets; carrying lap top computer and equipment to meetings, etc.)
    • Standing: infrequent standing inside
    • Hands: infrequent gripping; occasional fine finger dexterity (movement) (writing reports, using a computer and mouse, daily correspondence, OW SDMT data entry and notes)
    • Climbing: infrequent climbing stairs (between office floors)

    This temporary full-time position has an hourly wage rate of $45.977 to $54.085 (2018 rates based on grade 10 of the 2018 non-union full-time compensation plan), plus 15% in lieu of benefits (which includes health & dental benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay.
